Silverman listed the possible closure expenses as an impermeable cap, leachate collection and treatment,- prevention of explosions and air pollution, security against midnight dumpers and. insurance for later discovered liabilities. He contended that private ownership does not relieve the county of legal or moral responsibility for problems arising from the Clark dump. .
The capital plan’s second element should be a program for “waste avoidance and recycling” to reduce the volume of waste by 25 to 50 percent, thus extending the life of a landfill and reducing its size, according to Mr. Silverman. “We urge establishment of a county recycling committee immediately.”
The third element for the plan . should be the exclusion of hazardous waste,: especially household hazardous waste, from disposal at the landfill. ‘The fact is, every empty or half empty pesticide container, every paint can, eveiy old battery, every solvent container, every unwanted - chemical in Rappahannock County is likely to end up in the landfill, wherever it is located,” Mr. Silverman said, calling for the immediate institution of a household hazardous
