I am writing to express my deep concern over the recent events surrounding Delegate J. W. “Billy” O’Brien’s efforts to persuade the out-of-state lottery interests to pay him a “consultant’s fee” to campaign for the lottery referendum.
While Delegate O’Brien has since withdrawn his request, the matter has brought to light these unsavory out-of-state concerns whose sole interest in the lottery is to make millions of dollars
