In a memo dated Sept. 9, geologist Terry Bonine, who signed the Department of Waste Management's August letter that cleared the way for design work to begin, noted “artesian conditions” and “perched groundwater conditions” and concluded that “design of the landfill should include plans to mitigate the potential problems posed by the shallow groundwater conditions found on-site.” He suggested that groundwater monitoring begin as soon as possible; that water elevation measurements be made on a monthly basis for a period of no less than 12 months and that surface water monitoring be incorporated into the operations plan.
In addition, Mr. Bonine found that soils on-site do not meet the department’s “permeability standard.” He also noted that “landfilling should not be allowed where natural slopes exceed 15 percent.”
To the reactions of the state geologists, Col. Ellis Bingham added the conclusions of Phil Dawson, an engineer with Science Applications International Corporation who wrote: “The hydrogeologic discussion (in the Joyce report) is good but is based on a relatively small sampling and I find it disturbing that they intend to include a residential well as one of the down-gradient monitoring ’ wells. It is unlikely that this well intercepts the same water bearing zones (vertically) as do the other wells in the monitoring network.” Mr. Dawson also found “the two biggest shortcomings of the report” to be “the lack of detailed demographic information and the fact that a leachate collection system below the landfill liner is not mentioned.
“A demographic profile, including a thorough survey of population within three miles of the proposed site, and an assessment of their water supplies should be standard procedure for a study of this sort,” the SAIC engineer continued. “It is difficult to judge the impact of such a facility without knowing who or what will be effected (sic). Likewise, it is difficult to judge the suitability of a site for landfilling without knowing what site modifications are intended. In my view, any landfill should be designed with a double liner system with a leachate collection system between the liners.
