capping of landfill cells to provide an adequate seal and protection against infiltration. In addition, the design plan must provide enough soil for the daily and intermediate cover of the solid waste deposits, he said, “either on site or from a borrow area convenient to the site.”
With the Stover tract, “we could be talking about a substantial soil deficit,” Mr. Saylor noted. “If you have to borrow soil, the operating cost could be substantial.”
Mr. Silverman questioned whether the amount budgeted by the Supervisors for solid waste disposal is adequate “to see you can do everything you’re supposed to do.” He asked: “At what point can we get some cost figures to determine if the county can afford this site?”
In response to other questions, Mr. Wright noted that the permit application must include:
• an erosion control plan that covers siting, operation and closure.
• strategy for monitoring groundwater and surface water “for a multitude of parameters” during the life of the landfill and from seven to 10 years after closure. This includes “an absolute minimum of three monitoring wells, and for a site this size, considerably more.”
• background data on water quality collected before landfilling operations begin, “hopefully for six to 12 months,” but at least for a mimimum of three months prior.
“When do the supervisors expect to open the landfill?” asked Col. Bingham.
