As soon as practical, engineer Leonard Joyce answered.
“You’ve brought up good questions,” Mr. Wright told the Jackson District residents. “You’ve done your homework very well. But it’s up to you all to determine whether to have the engineer do further studies. He’s your engineer. ”
However, at the same time, the chief of technical services emphasized that the questions raised must be put to rest in the design plan submitted as part of the permit application. “That will be required before we issue a permit.”
“The supervisors have said that the responsibility (for seeing that all questions are answered) rests with the state, so, sir, it’s been put on your shoulders,” Col. Bingham countered: “They chose to ignore, for the most part, our comments. That’s why we’ve brought experts here at great expense. Unless you insist we have the facts, we won’t get them,” Col. Bingham concluded.
