‘There was no program presented to the General Assembly for upgrading any specific projects. During the special session ... I voted for bills that would raise sufficient revenue to fund critical highway needs in our area. I voted against the sales tax increase to be dedicated to transportation for three specific reasons: It is the first departure from the user fee concept for the funding of transportation; the other revenue measures would provide as much revenue as the VDOT can efficiently spend for the next several years; I am opposed to permanently diverting this major source of revenue from the general fund.
