“What Mr. Miller is referring to is one of those fundamental principles of Jeffersonian democracy, that the government which governs best governs least. That is the principle which our government in Virginia has been built on w when we start taking powers away from local governments and concentrating them in Richmond, we run afoul of that principle.”
Mr. Baumgardner said that Sen. Miller’s position on the lottery is another example of his violation of that Jeffersonian tradition. “Bill Chase favors submitting that issue to the voters for referendum. He is consistent in his belief that the people ought to be given the maximum possible voice in a decision of that magnitude.”
Sen. Miller, on the other hand, Mr. Baumgardner said, “said that if it comes down to needing additional revenue in Virginia, we ought to raise taxes.”
