As for the strengths she sees in Rappahannock's Department of Social Services, Mrs. Bowen said, “this is a wonderful agency! There’s a warmth, a one-on-one caring about people." Larger welfare agencies can't help but have an impersonal air, she said. "But here, the environment is warm and caring. People are known as individuals and treated as individuals rather than as cases. The staff here puts out a real team effort to try to help people in need,” Mrs. Bowen concluded. “They do a good and competent job.”
