When the bill reached the House, Del. Clinton Miller, R-28th District, succeeded in persuading House members to attach amendments that 'would prace restrictions on conditional zoning. The Virginia Association of Counties, the Virginia Municipal League and the Virginia Home Builders Association are among those opposed to the added language that they said would severely handicap the current proffer system.
