In honoring Warner, the association cited his service as senior Republican on the Senate Armed Services Committee; as Under Secretary and Secretary of the Navy from 1969-1974 and as an officer in the Marine Corps during the Korean War and a sailor in the Navy during World War II.
In 1972, Warner, acting on behalf of the United States, signed the Incidents at Sea Treaty with the Soviet Union. And as a U.S. Senator, Warner co-authored legislation cre*i > ating Nuclear Risk Reduction Cen-f ters in Washington and Moscow designed to help avoid accidental nu-^ clear war between the two superr powers.
Following the awards ceremony‘ the Department of Virginia Reserve Officers Association conferred on Warner the title of “Virginia Gen* tleman.” •
