RICHMOND — After being given up for dead, an impact fees bill has emerged from the depths of the Senate Finance Committee.
“It is in\portant to get impact fees out of the Senate Finance Committee,” Sen. Clive DuVal II, I)32nd District, told the Northern Virginia delegation, seeing the bill’s progress as a victory for Northern Virginia.
The bill, introduced by Del. Richard Cranwell, D-14th District, would permit localities to impose impact fees for transportation-related costs. Traditionally, bills which would permit localities to impose impact fees for costs inflicted by the development have died in the 15member Senate committee.
The success of Cranwell’s impact fees is due largely to changes enacted by the committee. With the amendments, the impact fees would apply only to Fairfax County and adjacent cities or counties. Under the amended bill, if impact fees are imposed, no conditions can be proffered for transportation.
