opportunity to require developers to pay “their fair share” of the escalating transportation costs. Under the impact fees bill, no-proffered conditions can be accepted for off-site road improvement, nor can impact fees be imposed if proffers have already been accepted.
“This way localities won’t be allowed to double dip," explained Sen. Charles. Waddell, D-33rd District. The bill, which will become effective July 1, 1990, if signed by the governor, is supported by the Northern Virginia Building Industry Association.
The Virginia Home Builders Association, however, opposes it, saying the cost imposed on the developers will be passed on to the home buyer.
