Mr. McCarthy believes President Bush can be beaten in 1992. “The Middle East build-up is a weak platform, and it gets worse every day,” he said. “But the real area where he is vulnerable is his abuse of the Constitution, his use of real or latent prejudices in the country, and his almost complete surrender to the multinationals. Can he pull off increasing antagonism toward the poor, blacks and the unemployed?”
Mr. McCarthy believes he is in a good position to challenge the president. He said governors don’t make good candidates because they lack foreign policy experience and “anyone who has been in Congress these past 10 years has a lot to answer for.”
He said he expected to spend the campaign developing these ideas and conceded, “Of course, we couldn’t solve all these problems in our first term.”
