Carthy said that last year school employees had received raises when county employees had not. School bookkeeper Bonnie Hahn estimated that it would add $136,300 to the budget to cover the full cost of health insurance. Col. Bingham said that “in view of that staggering figure” the School Board should wait until next year before trying to provide 100 percent of the cost of health insurance. Mrs. Massie said that just as last year the school budget had cut supplies on a temporary basis and added them back in this year, this year’s budget included no raises or step increases for employees. “Our teachers have been understanding,” she said. “We can’t afford to do this every year. If we’re going to keep a good teaching staff, we have to pay a good salary.” She said the board was pleased to have signed a new four-year contract with Dr. Gangel. She praised his efforts on behalf of the schools and noted that he had been able to get significant grants for the schools. She added that this could lead to “misconceptions in the general public. They ask ‘If they are getting these grants, why are they increasing the budget?’ These monies have a lot of strings,” she said. “They can only be used in certain ways. They can’t be diverted to pay regular school costs.” She added that she hoped the supervisors would support the budget, because, if it is cut, state funds will be cut also.
