Mr. Smith’s part time administrative position was included in the budget this year to free up time for assistant superintendent Robert Chappell to work as “clerk of the works” for the elementary school addition. One of Mr. Smith’s duties was to work on developing policies to minimize the kinds of environmental problems that resulted from repairs to the elementary school roof last spring.
Dr. Gangel said that the further Mr. Smith delved into the environmental aspects of board policies the more potential problems were uncovered. “He started in August,” Dr. Gangel said. “It immediately mushroomed on a massive, massive basis... It’s very frightening to see all the potential liability.”
He recommended that Mr. Smith’s administrative position be full-time. The board voted 4 to 0 to spend the additional funds to hire Miss Wingate full-time. The board members said they expected that the administrative position would only be for one year.
