Sheriff John Henry Woodward told the Board of Supervisors last Wednesday he is receiving many complaints about loitering in Sperryville, dogs running loose, and target shooting in residential areas, but there is nothing he can do about these complaints.
Commonwealth’s Attorney Peter Luke said the supervisors could enact an ordinance banning target shooting in certain developed areas, but they would have to define the boundaries of those areas, such as villages and subdivisions.
He said the problem of loitering comes and goes, but it is difficult to enforce laws against it “from a consitutional point of view. Such ordinances fail to distinguish between what is permitted and what isn’t,” he said.
