town and sheriff had been able to reduce the loitering problem by using existing laws, such as laws against trespass, destruction of property, and “curse and abuse.”
Sheriff Woodward said he had received complaints of people throwing things against houses, but the people are gone when he or his deputies arrive.
Piedmont District representative said many of the loiterers are juveniles who are on the streets “at all hours.” He asked if the parents could be made responsible for the juveniles’ behavior.
Mr. Luke said the juvenile courts would not hold parents responsible, but sometimes the juvenile is ordered to make restitution. He said some of the loiterers are from Madison and Fairfax counties. “When you get people congregating, pretty soon you have drugs, and then pretty soon you have guns,” he said.
