I am writing in response to your editorial on the nominations of local rivers to the Tier III classification as exceptional waters.
As a resident of Culpeper County and cosponsor of the nomination of the Hazel River I must object to your suggestion that the section of the Hazel River that flows through Culpeper County be tossed out of the nomination. I believe that the Culpeper portion of the Hazel River is indeed of exceptional quality, supports a varied wildlife and aquatic habitat, and is a great recreational resource.
It is, possible that the Water Control Board staff will recommend to its Board that only portions of the river should be accepted, or that new nominations of several separate sections will be necessary. I intend to pursue the nomination as a whole.
The quality of this river should be protected by Planning Commisssions and respected by developers and other citizens. A national treasure like clean water cannot belong to any one jurisdiction, nor should it be bargained away. I firmly believe rivers like the Hazel should remain unpolluted and that the Tier III classification program is a very farsignted understaking by the State of Virginia Water Control Board and the E.P.A.
