Two issues are core to the present discussion. First is what kind of housing is offered by mobile homes? Second is why did the General Assembly choose to dump mobile homes into rural areas?
Yes, I know that the state law refers to “manufactured housing.” But this law started out as a bill directly challenging local authority to limit use of 8-foot-wide mobile homes as general housing stock, or to require that they be restricted to “trailer parks.” The mobile home industry was unable to sell that bill. However, over the years, the industry was clever enough to insert mobile homes into the “manufactured housing” classification — a broad spectrum if ever there was one — and then to use the more upscale manufactured housing as a lever to enact the current law.
