Born in New York City, Tepper grew up and attended school in Washington, DC. He graduated from Catholic University with a degree in architecture, and has been a registered architect since 1961, the year he married Joanne.
Tepper maintained an office in DC until 1994. His work there included designing a one million square foot office building on Pennsylvania Avenue and doing the construction documents on the Washington National Cathedral.
