After an exhausting search, the Democrats got their man. At a special caucus on May 17, with the room packed, Democrats from Shenandoah, Page, Rappahannock and Rockingham counties met to select a candidate for 15th District Delegate to the Virginia Assembly.
They chose James K. Blubaugh, a successful small businessman and retired federal executive from Rappahannock County.
The 15th District is currently represented by Del. Allen L. Louderback, who has announced that he will not seek reelection.
Blubaugh was director of budget operations for the U.S. Department of Commerce, assistant inspector general for the U.S. Department of State, and deputy chairman of intelligence tasking at the CLA, before retiring in 2002. Since then, he has been vice president of a small business specializing in providing high-end technical expertise. His wife, Elizabeth, is a former high school teacher, now a businesswoman and Foundation Board member for Lord Fairfax Community College.
