Special use
These changes give the council increased flexibility within this priority list through the use of special use permits. In the new draft, the council could grant sewer service to properties in the SSA by awarding the applicant a special use permit, regardless of where a particular applicant stands in the priority list. The granting of a special use permit would be up to the Town Council’s discretion, although language in the new draft of the plan urges that they extend service to the SSA if it “better achieves the goals of the Plan.”
