Several members of the School Board asked whether it would be possible to stipulate that all bids would be for a track that met the conditions needed to add an acrylic surface later. Once McCarthy embarked on the task of soliciting bids, Chappell explained, the Board of Supervisors was free to do as it pleased, so a stipulation would be simply a suggestion.
The School Board voted unanimously to entrust McCarthy to organize the bidding process, and ask that bids be for a track that can be upgraded later.
