Manages all Human Resources functions for the Department of Library Services in compliance with county policies and practices. Advises Director ol Library Services on personnel and staffing issues Manages the performance evaluation process; recruitment, interviewing and hiring processes; submits personnel action forms and maintains confidential files and reports Tracks HR budget including substitute and temp hours and vacancy savings. Provides ongoing analysis, assesses long term goals and staffing needs Evaluates staffing patterns and workload issues Works closely with County Training staff, manages department iraining budget and recommends and coordinates department training Manages department conference budget and coordinates conference attendance of library staff, determines attendance and coordinates registration, travel and per diem arrangements. Any combination of education and experience equivalent to a Bachelor s degree in business administration, public administration, human resources or other related field and at least two years of experience til administrauve management and human resources Microsoft Office profiejenev a must.
