The new draft of the plan retains the concept of prioritizing sewer service according to Washington’s zoning. Landowners would be provided with town wastewater service based on this hierarchy, similar to the previous draft of the comprehensive plan:
1. Failing Sewer and Septic systems regardless of location.
2. Existing structures within the Primary Service Area
3. Areas of Government use regardless of location.
4. Existing structures in the Secondary Service area.(if there is capacity available, including enough capacity in reserve to provide for new development in the Primary Service area.)
5. Undeveloped property in the Secondary Service Areas.
Existing structures within the town limits, called the Primary Service Area (PSA), would get service first. Structures in the outlying areas of town, the Secondary Service area, zoned Rural Residential (SSA)would only get service after the existing structures in the PSA had been provided for, and then only if the Town Council determined there was enough capacity to provide for future “infill” development in the PSA.
