Planning Commission Chairman Clary Schwartz said the policy should not be based on “what ifs” but on “what’s there.”
On the Piedmont-Oden petition, Schwartz said that if the council decides against adjusting the town’s boundary to include the neighborhood, the area could still be included in the town’s planned wastewater system through what is called an extended-service district. Schwartz said Berryville employs such a system for wastewater customers that live outside that town’s borders in Clarke County.
