Lynch wrote in the letter that he regretted leaving the group, but he no longer lives in the town and therefore had to resign. Lynch added that he is confident the council will continue to do good work without him.
Leggett called Lynch an honest, intelligent, experienced and effective person.
“He will be greatly missed,” the mayor said.
