RICHMOND—The House and Senate Courts of Justice committees are scheduled to interview three attorneys Wednesday who have been recommended for two new judgeships the General Assembly has approved for the 20th judicial district.
Loudoun Commonwealth’s Attorney Thomas B. Horne, 38, is the only candidate recommended for the new Circuit Court judgeship. Sen. Charles L. Waddell (DLoudoun) said last week that Mr. Horne will most likely be appointed as the third circuit judge in the district, which includes Loudoun, Fauquier and Rappahannock counties.
“There’s no obstacle in his way,” Sen. Waddell said of Mr. Horne, a Democrat who was elected commonwealth’s attorney in 1979.
The committees will also interview two attorneys for the new judgeship in the Juvenile and Domestic Relations Court.
John Ryan, a 66-year-old Middleburg resident and partner of the Leesburg law firm Ryan and Taylor, and Fauquier Commonwealth’s Attorney Charles B. Foley, 35, will be considered for a seat on the juvenile court bench.
Sen. Waddell and other Northern Virginia legislators have indicated that Mr. Ryan's age could be a problem for him, because judges in Virginia must retire at 70 and he would not be able to serve his full six-year •erm. Mr. Ryan said in a telephone interview Saturday
