Capelle said that evaluation of funding requests will be done on a weighing system that is designed to be objective with fill-in-the-blank, rather than narrative, responses.
The system will be divided into 34 percent weight for "community relative need” and 66 percent weight for “community improvement grant impact.”
The 34 percent portion is broken down further into ten percent for adjusted gross income, eight percent for population change (with either significant gain or significant loss awarded higher points than stable population), eight percent for an unemployment factor and eight percent for the locality’s taxing ability versus taxing effort.
