“I’d like to see this resolved because I have a whole list of possibilities every time anyone from Sperryville comes in to do anything,” the zoning administrator stated.

"I think the provisions of Article Nine (flood plain district regulations) are plain,” replied chairman Bird as the BZA members voted unanimously, with Swindler abstaining, to deny the special use permit application.

"We have to go by the ordinance. If the ordinance is wrong, it should be changed," said the BZA chairman, adding that the board was not unsympathetic to Atkins' request.

“We’re denying it because we don’t have any other choice,” Kramer stressed.
