At Frida/s workshop, both Capelle and Lineweaver emphasized that block grant applications must be tied into a project that is going to benefit low and moderate income people. “It’s all going to boil down to one thing and that is need...and the need always goes along with low and moderate income people,” Warrenton’s mayor stated.
“The poorer the community...the more points you get,” Capelle added.
According to PD-9’s executive director, the state will begin accepting funding proposals around the middle of May. The Virginia Department of Housing and Community Development will evaluate proposals with recommendations for offers of grant awards to be forwarded to the Policy Advisory Committee between midAugust and October. After review and recommendation by PAC, proposals will then be sent on to the Governor for review and announcement of erant awards.
