President Reagan went before a joint session of the Congress last week to plead for money to stem the rising tide of leftist revolution in Latin America. He said events there pose a clear and present threat to our national interests.
It would have been a better use of his time, as well as that of the members of Congress, if he had addressed them on another matter which is of even more immediate concern to our national wellbeing, if not our survival.
That matter is the catastrophic condition of public education in America.
Now, public education is not a topic which lends itself to playing Winston Churchill or even Margaret l'hatcher in addressing it. Under normal circumstances, it is a bone-dry subject usually dealt with in poorly attended meetings at the county or state legislative levels.
