Terrell H. Bell, the Secretary ot Education, by David P. Gardner, chairman of something called the National Commission on Excellence in Education.
The commission was appointed by Mr. Bell two years ago to study the condition of education in the United States, and to make recommendations for its improvement. Among its members are some of the top scholars in the land. The document was the panel’s report of its findings.
The Commission’s report can only be described as a bombshell. It is entitled, “A Nation at Risk: The Imperative for Educational Reform.” For 27 dismal pages its summary text outlines the decline and fall of educational quality in the nation, and the spartan steps which must be taken if that quality is to be retrieved.
Its bottom-line conclusions may be found in these words: “...The educational foundations of our society are presently being eroded by a rising tide of mediocrity that threatens our very future as a nation and a people. What was unimaginable a generation ago has begun to occur. Others are matching and surpassing our educational attainments.
“If an unfriendly foreign power had attempted to impose on America the educational performance that exists today, we might well have viewed it as an act of war. As it stands, we have allowed this to happen to ourselves.”
