He said Culpeper’s research concluded that the county should avoid an area that would be impacted by traffic, select a site within one-half mile of a primary road and that the width and depth of pavement on the road leading to the landfill site were critical. “Truck traffic must be considered as the norm,” Reynolds said, alluding to the report.
Culpeper also had considered a central location “not as important as other criteria,” Reynolds said. He added that travel time to the landfill location, which would be determined by the type of roads, was more important than a central location.
