proximately 28 trips per day on the private road which accesses the lots. That figure is based on the national average of car tripe for a household which is seven a day. Robinson told the Board that in his opinion the houses on Saltonstail’s lots would not have any further impact on the area than single family dwellings would have.
Roger Kidwell asked Robinson about the condition of the private road in an area where rains have eroded a part of the shoulder away. Robinson stated that he did not observe that portion of the road. Kidwell also asked about two streams on Lot F. Robinson stated that he did not know if there were streams, but that there were two drainage areas on the property.
The Board also heard from Saltonstall who stated that she foresaw a need for housing her farm workers in 1983, and that there is still a need. “I assume that we’re sincere in wanting agriculture in this county, not just wildlife preserves, and agriculture means people,” Saltonstall said. “I saw a need coming up, and I still do, I happened not to be in dire straits about it but I still need housing.”
Saltonstall told the Board that the reason she did not appeal the denial of the first special use permit in 1983 was that the houses would be allowed under the proposed zoning ordinance, and she thought that the ordinance would be in effect before now. “I think that it should also be made clear to the people in the county that anybody who is in my situation living alone in a house that may be too big for them who brings in someone else as a companion or nurse or in any way to share expenses then that is illegal under the present ordinance,” said Saltonstall.
Kramer asked Saltonstall why she does not have farm workers living in the house on Lot F now if she needs housing for farm workers. “You run a business with a two or three year lead time, and you just don’t plan for a year,” said Saltonstall. She said that she does not have an immediate need, but that she will need housing for farm workers in the next several years.
