of the budget - and by gosh we just generated $120,000 and gave the teachers additional salary - if we could have done so on a zero tax increase basis, we could have given every teacher in the school system a $2,400 increase. Rappahannock News: Do you go along with the belief of some, if not many, that the quality of education is hurt by low teachers’ salaries? Lane: Well obviously low teachers’ salaries will do nothing to improve the educational system. That’s one of the main reasons why I’ve opposed the teacher index for years and years. I think it’s an amazing thing that the school board and the supervisors can tell the residents of the county that they gave, say for example, a 10 percent increase to teachers but it will actually cost the county closer to 14 percent, and teachers will then unequally be paid somewhere between 10 and 14 percent.
