supports better education and higher teacher compensation. The issue then is one of taxes.

Our Supervisors should consider other forms of taxation as alternatives to increased real estate taxes. One approach is to look at current monetary flow in the county, so that retired persons on a fixed income will be less affected. Culpeper is considering new forms of revenue raising, including a four percent meal and transient tax. Other jurisdictions already have business and professional taxes, and land transfer taxes. These types of taxes address people or businesses that are either spending or earning money on a regular and on-going basis. There may be other taxes which the Supervisors could enact to achieve the same result.

I urge our Supervisors to act with courage and vision and to establish forms of revenue to solve this problem. Rappahannock can have high quality education without the cost being borne solely by real estate taxes. This will require additional recordkeeping and work. But if the alternative is losing w several good, experienced teachers and L sacrificing the children’s education, do we really have any choice? ‘ *
