now spent weeks of his life researching the situations at our schools, and in the county budget, and took a public stand in the May 9 Rappahannock News to make drastic improvements to teacher salaries now, today. It’s a simple lesson in economics, with a pending 100 percent increase in local taxation, more money from the state and federal sources, more teachers, less and less enrollments in our schools and we are falling farther behind on teacher salaries. Clearly, something is wrong! I now have my only other idea to fund our goings on in this county, a Rappahannock LOTTERY.
The paper last week had a letter and petition that spoke of integrity and foresight. Personally, I am proud not to have given my blanket approval to a school budget that had a yet unexplained mistake of $100,000 incorporated in it. From the several hours that I have spent with our county auditor and accountant I do know that the School Board budget has $318,199 allotted to operation and maintenance of school plant when only $294,055 was appropriated last year. This is $24,144 of this $100,000 mistake.
All this should have been cleared up before anything was approved. I also feel that from one year’s budget to another, that number relating to actual expenditures should jive, but they in many cases do not. I repeat that Rappahannock Countyfs public business is the private enterprise of all of its taxpayers, and should be conducted as such. Government should be at least as accountable to the citizens, as the citizens are to their government!
If our numbers fail to jive, we go to tax court, and receive a free ticket to the iron wigwam stateside.... In closing, I would like to point out again that the fundamental cause for the complete disruption of the educational process and disciplinary credibility at the high school, the fundamental cause for assembly, was wrong.
