At this time I consider it appropriate to submit a copy of the letter sent to the Board of Supervisors that was attached to the 1986-87 budget for the Department of Social Services. Any or all of us would feel comfortable discussing our budget or answering any questions anyone might have about it.

I am attaching my budget for the year 1986-87 for your approval.
As always, I have kept not only our client’s interests but the taxpayers interest in mind at all times. For your understanding, the Commonwealth of Virginia has mandated certain items and programs in this budget.
