Mr. Forman’s conditions for granting the extension were elaborated on in a letter from Culpeper attorney Butch Davies, who represents Mr. and Mrs. Updike, owners of Community Trash. According to the letter, which was read at Friday’s meeting, the slope of the proposed 10-foot elevation at the dump site can’t be greater than 3:1. In addition, the supervisors must resolve to provide “a county-approved landfill by July 1, 1987.” After that deadline, “the state has made it clear that no further extension (at the Clark property) will be granted,” Mr. Davies wrote.
Supervisor Chairman Hubert Gilkey noted that he’d found a second letter from Mr. Davies taped to his front door earlier that evening.
In the second communication, Mr. Davies reported that he’d been telephoned by David Konick, attorney for landowners adjoining the Clark property.
