When Virginia completed its immense donation of land to the Shenandoah National Park after years of acquisition, there was one gigantic complication: 2,306 people living on the land, people for the most part without title, without outside resources, and without a great deal of knowledge of the world below their hollow.
As the state prepared to deed the land, the Park Service declared that it could not accept the property with the people still living on it.
When Franklin D. Roosevelt became president, those involved with the park hoped that federal emergency relief funds would be used for relocation.
