Citing very personal beliefs, Mrs. Baliles said that 18 to 20 percent of Virginia adults over 18 function below a sixth- to seventh-grade level.
“That’s 450,000 adults, and that’s a lot of people,” she told the Airlie audience.
Illiterate adults aren’t all found in Southwest Virginia’s declining coal mine towns, Richmond’s inner city or on farms in the Southside. They’re not older people who were denied an education because of poverty or race.
Rather, many illiterates are under 45 years old.
