Trucks, particularly those transporting trash, are another creator of litter. Uncovered trucks, heavily loaded with garbage, are a common sight on rural highways. It is illegal in Virginia to operate a vehicle without its load being secured in such a way “as to prevent its contents from dropping, sifting, leaking or otherwise escaping therefrom ...” The Division of Litter Control suggests that increased enforcement of the ordinance is the most effective way to diminish that source of litter.
Improper disposal of trash by homes and businesses is another major contributor to litter. Trash bags or boxes set outside on a windy day, without being properly secured, will soon fill the neighborhood with trash. Animals can also tear up even properly closed containers, with the same unsightly results.
Although there are not a large number of loading docks in Rappahannock County, according to the Division of Litter Control they account for a significant amount of trash around the state. Similarly, cast off materials at construction sites blow in the wind and end up spread around the area, creating additional blemishes on the landscape.
