not simply a question of choice. In other states, the most frequent lottery players are persons least able to make well-informed choices. Federal, state, and local studies consistently state that lotteries are a regressive form of taxation which attract poor and minorities who can least afford to pay. A woman from California recently wrote to “Dear Abby” complaining: ■ ' “I have a big problem With my ■ husband1. He’s constantly buying lottery tickets. We are always broke . . . My husband spends the welfare money to buy lottery tickets. So far he’s bought over $1000 in tickets and we have won only $2. Please help me.”

The economy of Rappahannock County will lose. Money spent on lottery tickets will not be spent on local taxable goods and services. This type of spending will hurt local businesses as well as state sales tax revenue.

The state government of Virginia will lose. Although some additional revenue will be generated through the lottery, even lottery proponents acknowledge the fact that the lottery won’t reduce the taxes Virginians pay to finance government.
