I read with interest, in the Sept. 19 edition of the Culpeper StarExponent, that Charles Ziff, ownei of Commonwealth Park in Culpepei County, wants to sell his horse center. Mr. Ziff has undoubtedly done well with Commonwealth Park; however, it should be noted that his job has been made much more difficult because of the General Assembly’s decision, in 1985, to establish a separate, state-sponsored horse center in the Lexington area.
