In addition, drug users will be a target under a Coleman administration. Fines collected from drug users will be pooled into a Drug-free Virginia Fund to aid law enforcement.
To offset his call for stiffer sentences in a state suffering from a prisoner-packed corrections system, Coleman has proposed alternatives to incarceration. He has hailed the boot camp approach for nonviolent offenders. Hundreds of inmates could be placed in the strict militarytype program at a fraction of the cost of imprisonment, said Coleman.
He blames the Democrats for falling behind in building prisons and has proposed privitization as a means of expediting construction.
k Criticizing the current state transportation programs as ineffective, Coleman has proposed a Regional Transportation Authority to address the traffic snarles of Northern Virginia.
The authority, comprised of local governments who choose to join, would take responsibility for the completion of major Northern Virginia road and mass transit project. Revenue resources for the authority would consist of bonds, tolls and existing local, state and federal allocations, according to Coleman.
Addressing the question of a bypass around Washington, Coleman said he favors an eastern route, but added that a western bypass is inevitably in Virginia’s future.
