long hours for a pittance, and that their periodic off-duty peccadillos 1' are necessary to keep their fingers on other pulses (and besides, the spouse has chosen to stay behind in Duluth so what’s a guy/girl to do?) Know what? I think they have too much time on their hands.

So what’s my solution?

Build two high-rise apartment towers (a la Mr. Trump) in the parking lot behind the U.S. Capitol, one for Republican members of Congress and one for Democrats. Allow Congress to be in session for only six weeks^n the spring and six weeks in the fall. They will be authorized up to five staff members each, no more, who will provide continuity, research and answer phones.

The Congressmen and women will be obliged to sell their homes here in Washington and go back to their districts and find permanent jobs at which they will work full time except for those periods of temporary duty when they attend sessions •of Congress.

When they do come to town they will be provided free bachelor officer apartments in the appropriate Partisan tower. The apartments will be sparsely furnished; there will be lounges in each tower w'here they can fraternize and feel pulses when off duty; and they can walk to work. Each member of Congress will have a limited allotment of legislative bills that he or she can propose during each six week session.

Large flashing neon signs (one a donkey and the other an elephant) will be placed on the roof of each tower, to guide the members home. Seniority, when deserved, will be recognized by higher floor numbers and not by larger-sized apartments.

And what are the benefits? We taxpayers will save billions, the deficit will evaporate, the few laws passed will be relevant and understandable, and when Congress is not in session w'e can rent the vacant apartments to tourists.
