The law enforcement officials of this county are adamant in their determination to keep Rappahannock County free of the corrupting influence of drugs and drug peddlers. Considering their small numbers, they face a daunting task. Our new policy is intended to buttress their effort.
We are under no illusions that our policy will cure the problem of drug abuse, any more than threats of extended prison terms and possible death sentences will. The experiences of the past 20 years, as well as the historical perspective of the Prohibition era, suggest otherwise. There is just too much money to be made to deter those determined to deal in illegal drugs.
However, we do feel that the fear of public exposure and humiliation may serve to deter some casual users, who may become convinced that their illegal activities are not worth the risk to their careers and reputations. An analogy may be drawn to the practice of locking homes and cars — measures which might not deter the professional thief, but probably will put temptation out of reach for some would-be casual miscreants.
There is certainly anecdotal evidence to support that position.
We support the efforts of the Sheriffs Department, the State Police and the Commonwealth’s Attorney to rid our county of the scourge of drugs. And we feel that any contribution that we can make is worthwhile.
