Lukfe by Newbill Miller, one of the nine candidates for a seat on the Town Council in this year’s election. He won one of the five at-large seats. Mr. Lynch, who was appointed to the council to fill a vacancy last year, also ran for an elected seat, but did not win.
Mr. Miller said he went to Mrs. Leake before the election and questioned the eligibility of the three to vote. The registrar told him that they had sworn under oath that they lived in the town, and would therefore be allowed to vote. “She did it correctly,” Mr. Miller said.
After the election, he added, he reported his suspicions to Mr. Luke, who began an investigation into the allegation.
The charges against Lynch and the other three men completed the investigation, Mr. Luke said.
