Utz, who retired on April 30 after 27 years of service with VDOT.
Mr. Bywaters is a native of Rappahannock County, having lived in Amissville and later moving to his present home in Flint Hill. He carried with him his dedication to community service, first as a junior member of the Amissville Volunteer Fire Department and now as a firefighter and Emergency Medical Technician with the Flint Hill Volunteer Fire Department, of which he is a former fire chief and Emergency Medical Services (EMS) captain.
The Rappahannock County High School graduate and his wife, Mary have two sons, W.D. Jr. and Wade David, and a daughter, Cynthia, and three grandchildren, who, he admits, he spoils.
In his years with VDOT, Mr. Bywaters has had his share of memorable events, including the flash flood in 1978 in the Sperryville area that claimed lives, washed out bridges and approaches apd sent the Thornton River waters' rushing over U.S. 211.
“We worked around the clock to get as many of the damaged roads as possible open, but it required weeks to complete the work,” Mr. Bywaters remembers.
